Living in the Twilight Zone at 20 to 50 Millisieverts a Year?

[Excerpted] "On July 17, the Kusano district was reorganized into a restricted residency zone with yearly radiation exposure doses of 20 to 50 millisieverts, and seeks to have residents back in several years. However, with a baby susceptible to the impact of radiation, Aoyama is hesitant to take his family back to his hometown...."

Majia here: This level of exposure from "background" radiation does not include ingested and inhaled radionuclides.

This level of exposure is insanely high. I realize that the article states that residents are expected to return in "several years." However, several years is not enough time for levels to drop significantly. 

Recall that Cesium 137 has a 30 year half life.
